The Global Assembly (GA) is the highest governing body of the CPDE. Meeting at least once a year, it provides political leadership and direction in all of CPDE’s aspects and areas of work. The GA is responsible for the signing-off of policy, advocacy and external communication papers. It ensures the accountability of the Coordination Committee (CC) and approves annually the size and composition of the GA and the Co-Chairs.
The GA is composed of representatives from CPDE constituencies. Each sub-region and region have at least one representative in while sectoral or major groups have between two and eight representatives depending on the representational strength.

Longid served as global representative of CPDE’s Indigenous Peoples sector, a human rights activist from the Philippines, also serves as the Global Coordinator of the International Indigenous Peoples Movement for Self-Determination and Liberation (IPMSDL).
Prior to becoming CPDE Co-chair, Longid has already served several key positions in numerous indigenous peoples (IP) formations at the national, regional, and global levels. She is a council member of SANDUGO, a national movement of national minorities for self-determination, as well as Coordinator of the Asia Indigenous Peoples Network on Extractive Industries and Energy (AIPNEE).
She has been vigorously putting forward sectoral issues and concerns in different international engagements such as the United Nations processes on IP and human rights, Universal Periodic Review, among others.
Novillo is the global coordinator of the Feminist Group, a professional journalist in Bolivia, has worked in various capacities to promote feminist principles in policy discourses. She is the Executive Director of Coordinadora de la Mujer, a regional feminist organisation in Bolivia. Novillo has represented her organisation in various networks and coalitions including the Women’s Major Group (WMG), Articulación Feminista Marcosur (AFM), Articulación Regional Feminista, and Red de Educación Popular entre Mujeres. She has been engaged in the global processes in Rio +20, El Cairo+20, Beijing+20 and GPEDC High Level Meetings in Mexico and Nairobi.
Marita is a member of the General Confederation of Labor of the Argentine Republic. She has worked as a representative of CPDE’s Labour sector through the Trade Union for Development Cooperation Network (TUDCN) of ITUC – International Trade Union Confederation, and was later elected as regional representative for the Southern Cone of Latin America and the Caribbean.
A union activist in development cooperation issues since 2008, she leads the Argentina Platform for the Monitoring of the 2030 Agenda in Argentina (PAMPA 2030), which brings together union sectors, NGO platforms, indigenous, academia, feminists, environmentalists, and human rights movements. She has also led the alliance between workers’ sectors and human rights organizations in the Workers for Memory, Truth and Justice Program, which advances social justice in the face of military dictatorships in the Southern Cone. She is a strong voice on matters of transparency and accountability of the private sector engagement in development and civil society participation in the processes of South-South Cooperation, among others, with focus on the 2030 Agenda.
Kilcullen brings to CPDE his decades-long experience in fighting injustice and poverty, and organising CSOs around the cause of human rights and sustainable development. He was programme officer for Africa and Laos at the Irish Catholic agency for overseas development Trocaire, before serving as its executive director for 20 years. An architect by training, he used to build camps for Cambodian and Vietnamese refugees as Trocaire Laos representative, and also received an award from the Royal Institute of Architects of Ireland for his work on earthquake resistant housing in El Salvador. He is a past President of CIDSE, an international alliance of Catholic development organisations in Europe and North America, adviser to the Pontifical council Cor Unum, the Vatican body that coordinates the charitable work of the Catholic Church, and vice-president of Concord, the confederation of over 1,500 European development NGOs.
Ssewakiryanga is the Executive Director of the Uganda National NGO Forum and a former co-chair of the Global Call to Action Against Poverty (GCAP). He is also a Policy Anthropologist who has helped formulate national poverty reduction strategies and shape international discussions of development cooperation and effectiveness.
The Global Secretariat supports the daily management and finances of the CSO Partnership. It is currently hosted by IBON International as CPDE’s Fiscal Management Organisation (FMO). To read the Terms of Reference of the FMO, please access it here:
Robert is responsible for the day-to-day direction, coordination, implementation, control and completion of activities of CPDE’s programme, based on the platform’s strategic objectives and outcomes.
Leo coordinates CPDE’s programme cycle of planning, monitoring, and implementation, and evaluation, ensuring that outputs are aligned with the platform’s performance framework. He develops tools for monitoring and evaluating CPDE’s progress in the achievement of its programme outcomes. He also serves as the Programme Manager for European Commission-supported actions.
Glenis helps organise initiatives that build the capacities of the CPDE membership to engage in activities around effective development cooperation. She works closely with the Network Manager to evaluate the needs of the constituents, and provide the necessary support for their active participation in the platform.
As PME Officer, Lilian is responsible for designing and implementing the M&E activities of projects, assisting in the preparation of progress reports, monitoring the activities on a regular basis, and ensuring the collection and analysis of relevant data.
As Programme Assistant, Geo provides assistance in all of the Programme Manager/Officers tasks requiring administrative support, such as logistics preparation for meetings and events, document archiving, documentation of meetings and conferences, budget preparation, disbursements and liquidation, and other tasks as may be deemed necessary by the Secretariat.
Fanny manages CPDE’s demand-driven translation work, supporting and coordinating the translation of the platform’s internal and external communications into French. She also coordinates with relevant regional and sectoral focal points and Working Groups in bridging information exchange, especially among the various levels of French-speaking CPDE constituencies.
Alvin helps ensure CPDE’s active online presence especially by maintaining a dynamic and interactive website. He also manages internal communications and knowledge management systems through the administration of mailing lists, and provides communications support through the design of CPDE’s information materials.
The Independent Accountability Committee (IAC) ensures that all aspects of accountability and transparency, including functioning evaluation and audit mechanisms and other horizontal and vertical accountability measures, are in place and functioning for all its different working units. The IAC meets once a year to assess the implementation of activities. The results of their assessment will help identify and address issues and challenges, contribute to work strategies and reflection on the CSO Partnership’s mandate and work structures. As with its global counterpart, regional and sectoral coordinating units operate guided by the principles of diversity, representation, gender equity, and consensus decision-making.
The regional coordinating units convene existing sub-regional platforms, development CSOs and sectoral networks/groups within the region to develop and implement a collective advocacy, outreach and capacity development work plan. Through the regional coordination committees, the regional focal person and its representative(s) to the GC are selected.
The regional coordinating units are composed of a regional representative, sub-regional representatives, sector focal persons (at least one for each recognized sector) and regional secretariat (at most two dedicated staff). They are responsible for: (1) planning, coordination, communication and financial management, (2) policy development and advocacy engagement, and (3) outreach and capacity building. Generally, these are the governance bodies that provide leadership and direction to aid and development effectiveness work within the region following the vision, mission, goals, and strategies of the CPDE. These are also the units responsible for overseeing the operations of the regional secretariat.
To date, most regions have regional secretariats responsible for: (1) network coordination, administration, and outreach, (2) documentation and information management, (3) coordinating CPDE advocacy, outreach and capacity development activities with CPDE working groups and sectoral representatives in the region ensuring smooth and timely implementation and proper representation, (4) and coordinating with the Global Secretariat on CPDE program and platform decisions, activities, and processes.
Sectors also maintain coordinating units facilitated by a global representative and composed of regional representatives. The global representative sits at the CC, while global and regional representatives sit at the GC. Regional sectoral representatives are also part of regional coordinating units/committees to ensure synergy in their work with their respective region/sub-region.

Longid served as global representative of CPDE’s Indigenous Peoples sector, a human rights activist from the Philippines, also serves as the Global Coordinator of the International Indigenous Peoples Movement for Self-Determination and Liberation (IPMSDL).
Prior to becoming CPDE Co-chair, Longid has already served several key positions in numerous indigenous peoples (IP) formations at the national, regional, and global levels. She is a council member of SANDUGO, a national movement of national minorities for self-determination, as well as Coordinator of the Asia Indigenous Peoples Network on Extractive Industries and Energy (AIPNEE).
She has been vigorously putting forward sectoral issues and concerns in different international engagements such as the United Nations processes on IP and human rights, Universal Periodic Review, among others.
Novillo is the global coordinator of the Feminist Group, a professional journalist in Bolivia, has worked in various capacities to promote feminist principles in policy discourses. She is the Executive Director of Coordinadora de la Mujer, a regional feminist organisation in Bolivia. Novillo has represented her organisation in various networks and coalitions including the Women’s Major Group (WMG), Articulación Feminista Marcosur (AFM), Articulación Regional Feminista, and Red de Educación Popular entre Mujeres. She has been engaged in the global processes in Rio +20, El Cairo+20, Beijing+20 and GPEDC High Level Meetings in Mexico and Nairobi.
Marita is a member of the General Confederation of Labor of the Argentine Republic. She has worked as a representative of CPDE’s Labour sector through the Trade Union for Development Cooperation Network (TUDCN) of ITUC – International Trade Union Confederation, and was later elected as regional representative for the Southern Cone of Latin America and the Caribbean.
A union activist in development cooperation issues since 2008, she leads the Argentina Platform for the Monitoring of the 2030 Agenda in Argentina (PAMPA 2030), which brings together union sectors, NGO platforms, indigenous, academia, feminists, environmentalists, and human rights movements. She has also led the alliance between workers’ sectors and human rights organizations in the Workers for Memory, Truth and Justice Program, which advances social justice in the face of military dictatorships in the Southern Cone. She is a strong voice on matters of transparency and accountability of the private sector engagement in development and civil society participation in the processes of South-South Cooperation, among others, with focus on the 2030 Agenda.
Kilcullen brings to CPDE his decades-long experience in fighting injustice and poverty, and organising CSOs around the cause of human rights and sustainable development. He was programme officer for Africa and Laos at the Irish Catholic agency for overseas development Trocaire, before serving as its executive director for 20 years. An architect by training, he used to build camps for Cambodian and Vietnamese refugees as Trocaire Laos representative, and also received an award from the Royal Institute of Architects of Ireland for his work on earthquake resistant housing in El Salvador. He is a past President of CIDSE, an international alliance of Catholic development organisations in Europe and North America, adviser to the Pontifical council Cor Unum, the Vatican body that coordinates the charitable work of the Catholic Church, and vice-president of Concord, the confederation of over 1,500 European development NGOs.
Ssewakiryanga is the Executive Director of the Uganda National NGO Forum and a former co-chair of the Global Call to Action Against Poverty (GCAP). He is also a Policy Anthropologist who has helped formulate national poverty reduction strategies and shape international discussions of development cooperation and effectiveness.

Robert is responsible for the day-to-day direction, coordination, implementation, control and completion of activities of CPDE’s programme, based on the platform’s strategic objectives and outcomes.
Leo coordinates CPDE’s programme cycle of planning, monitoring, and implementation, and evaluation, ensuring that outputs are aligned with the platform’s performance framework. He develops tools for monitoring and evaluating CPDE’s progress in the achievement of its programme outcomes. He also serves as the Programme Manager for European Commission-supported actions.
Glenis helps organise initiatives that build the capacities of the CPDE membership to engage in activities around effective development cooperation. She works closely with the Network Manager to evaluate the needs of the constituents, and provide the necessary support for their active participation in the platform.
As PME Officer, Lilian is responsible for designing and implementing the M&E activities of projects, assisting in the preparation of progress reports, monitoring the activities on a regular basis, and ensuring the collection and analysis of relevant data.
As Programme Assistant, Geo provides assistance in all of the Programme Manager/Officers tasks requiring administrative support, such as logistics preparation for meetings and events, document archiving, documentation of meetings and conferences, budget preparation, disbursements and liquidation, and other tasks as may be deemed necessary by the Secretariat.
Fanny manages CPDE’s demand-driven translation work, supporting and coordinating the translation of the platform’s internal and external communications into French. She also coordinates with relevant regional and sectoral focal points and Working Groups in bridging information exchange, especially among the various levels of French-speaking CPDE constituencies.
Alvin helps ensure CPDE’s active online presence especially by maintaining a dynamic and interactive website. He also manages internal communications and knowledge management systems through the administration of mailing lists, and provides communications support through the design of CPDE’s information materials.
The Independent Accountability Committee (IAC) ensures that all aspects of accountability and transparency, including functioning evaluation and audit mechanisms and other horizontal and vertical accountability measures, are in place and functioning for all its different working units. The IAC meets once a year to assess the implementation of activities. The results of their assessment will help identify and address issues and challenges, contribute to work strategies and reflection on the CSO Partnership’s mandate and work structures. As with its global counterpart, regional and sectoral coordinating units operate guided by the principles of diversity, representation, gender equity, and consensus decision-making.
The regional coordinating units convene existing sub-regional platforms, development CSOs and sectoral networks/groups within the region to develop and implement a collective advocacy, outreach and capacity development work plan. Through the regional coordination committees, the regional focal person and its representative(s) to the GC are selected.
The regional coordinating units are composed of a regional representative, sub-regional representatives, sector focal persons (at least one for each recognized sector) and regional secretariat (at most two dedicated staff). They are responsible for: (1) planning, coordination, communication and financial management, (2) policy development and advocacy engagement, and (3) outreach and capacity building. Generally, these are the governance bodies that provide leadership and direction to aid and development effectiveness work within the region following the vision, mission, goals, and strategies of the CPDE. These are also the units responsible for overseeing the operations of the regional secretariat.
To date, most regions have regional secretariats responsible for: (1) network coordination, administration, and outreach, (2) documentation and information management, (3) coordinating CPDE advocacy, outreach and capacity development activities with CPDE working groups and sectoral representatives in the region ensuring smooth and timely implementation and proper representation, (4) and coordinating with the Global Secretariat on CPDE program and platform decisions, activities, and processes.
Sectors also maintain coordinating units facilitated by a global representative and composed of regional representatives. The global representative sits at the CC, while global and regional representatives sit at the GC. Regional sectoral representatives are also part of regional coordinating units/committees to ensure synergy in their work with their respective region/sub-region.
