Structure and Governance

The management and governance structure of the CSO Partnership reflects its work at the global, regional and national levels and supports connections between levels.

Global Assembly

The Global Assembly (GA) is the highest governing body of the CPDE. Meeting at least once every three years, it provides political leadership and direction in all of CPDE’s aspects and areas of work. The GA is responsible for the signing-off of policy, advocacy and external communication papers. It ensures the accountability of the Coordination Committee (CC) and approves the size and composition of the GA and the Co-Chairs.

The GA is composed of representatives from CPDE constituencies. Each sub-region and region have at least one representative in while sectoral or major groups have between two and eight representatives depending on the representational strength.

Richard Ssewakiryanga

Ssewakiryanga is the former Executive Director of the Uganda National NGO Forum and a former co-chair of the Global Call to Action Against Poverty (GCAP). He is also a Policy Anthropologist who has helped formulate national poverty reduction strategies and shape international discussions of development cooperation and effectiveness.

Nurgul Dzhanaeva

Nurgul Dzhanaeva is the President of the Forum of Women’s NGOs of Kyrgyzstan, who has also served as sectoral representative and coordinator of the CPDE Feminist Group. In over a decade of involvement in aid and development effectiveness arenas, she has demonstrated strong engagement in the struggle for democratic ownership, adequate accountability, and feminist issues at local, regional, and global levels.

Aside from her long-term engagement with CPDE, she has been a member of the Steering Committee of the Asia Pacific Women Watch, the Regional Coordination Committee of the APRCEM, the Board of Directors of the Global Fund for Women, the Coordinating Committee of the Reality of Aid Asia-Pacific, and the Asia Pacific Research Network board. She is also an Organizing Partner of the Women’s Major Group for SDGs, and an initiator and member of the UNECE RCEM governing body.

Nurgul also holds more than 20 years of experience in women’s political participation, women’s economic rights advocacy against VAW, for SRHR, on building women’s movement in Kyrgyzstan, and strengthening capacity of women’s organizations. She is a trainer on women’s rights and served as a Global Trainer of the CSW/NGO Committee.

Biljana Spasovska

Biljana Spasovska is the Executive Director of the Balkan Civil Society Development Network (BCSDN), CPDE’s regional secretariat for the Europe region, whose action focuses on promoting an enabling environment for civil society, and effective development principles for ensuring sustainable and functioning democracies in the Balkans. 

With more than 10 years of experience in the field of effective development cooperation, Biljana has proven expertise in research, monitoring, evaluation, policy and advocacy, and multi-stakeholder collaboration. She has designed and implemented international programmes related to empowering the civil society and advancing the development and the EU accession of the Western Balkans, working on collaborative projects with different stakeholders including notable regional, EU and global civil society organisations, international institutions, government agencies, and donors. As a lead representative of the Europe region for CPDE she has been actively involved in in various EU level events and international arenas including the 3rd GPEDC Monitoring round, the Belgrade Call to Action, and the organisation of the Global Civil Society Summit in 2019, and in 2022.

Luca De Fraia

Luca De Fraia is the Deputy Secretary General of ActionAid Italy, leading on institutional relationships. He has been an active member of CPDE since the Partnership’s inception, representing the ICSO sector and providing support for CPDE’s overall objectives especially in the area of policy and alliance building with other relevant CSO networks in the area of financing for development. He is also a member of the CPDE Coordination Committee, which represents civil society organisations on the Steering Committee of the GPEDC. In this capacity, he actively participated in the High-Level Meetings of the GPEDC, Mexico City (2014) and Nairobi (2016), and Geneva (2022).

Luca has been deeply committed to and involved in emerging, technical issues such as the Integrated National Financing Framework (INFF). Since 2017, he heads the TOSSD (Total Official Support for Sustainable Development) Task Force of the DAC-CSO Reference Group, and is active in discussions around financing for development. He strives to utilize every available platform in his effort to raise awareness and peoples’ concerns on effective development cooperation issues.

Pedro Paulo Bocca

Pedro Paulo Bocca is the International Advocacy Advisor of the Brazilian Association of Non-Governmental Organizations (ABONG), and a committed representative of the CPDE Latin America and the Caribbean (LAC) region. He participated in the last two CPDE LAC Chapter Assemblies, held in Asuncion (2019) and Mexico City (2022), and in the Effective Cooperation Summit in Geneva (2022). Through his role at ABONG, he focused on global and regional CSO engagements for development effectiveness through networks and platforms (Forus, Mesa de Articulación, RePlong, CPDE, Processo de Articulação e Diálogo, among others); and participated in several conferences of the UN system, in particular the High-Level Political Forum (New York) and the Human Rights Council (Geneva). He also sustained relationship with international cooperation partners and investors, and developed strong expertise in project management, monitoring and evaluation, relationship with funding agencies and partners, and strategic planning.

Besides his political engagements with civil society groups at local, regional, and global levels, he has been a teacher of international relations and foreign policy for several public universities and academic institutions in Brazil.

Executive Secretary

Robert is responsible for the day-to-day direction, coordination, implementation, control and completion of activities of CPDE’s programme, based on the platform’s strategic objectives and outcomes.

Jodel Dacara

Network Manager

As Network Manager, Jodel ensures the day-to-day operations of the Global Secretariat, as well as synergy and coordination across all CPDE constituencies and governance structures.

Matt Simonds

Senior Policy Officer and Liaison

Matt provides policy formulation, oversight, and advising for CPDE’s advocacy campaigns, workshops, and publications on effective development cooperation. He also liaises with policy arenas, especially in its engagements with GPEDC, UN, and OECD, while helping organise advocacy and campaign events and activities.

Maty Dominong

Finance Manager

Maty supervises the entire range of finance duties for CPDE: from budget preparation and funds release, to project finance monitoring, compliance with audit and procurement policies, and expenditure reporting.

Marc Ignacio

Deputy Programme Manager and Planning, Monitoring and Evaluation Officer

Responsible for the monitoring and ensuring quality and timely inputs. Develops systematic monitoring framework to improve the evidence gathered by the projects. Responsible for designing and implementing the M&E activities. Assists the Program Manager and EC Project Manager in preparing Annual reports and monitors the project activities.

Leo Pura

European Commission Project Manager

Leo coordinates CPDE’s programme cycle of planning, monitoring, and implementation, and evaluation, ensuring that outputs are aligned with the platform’s performance framework. He develops tools for monitoring and evaluating CPDE’s progress in the achievement of its programme outcomes. He also serves as the Programme Manager for European Commission-supported actions.

Josefina Villegas

Policy and Membership Coordinator

As Policy and Membership Coordinator, Josefina provides CPDE with the necessary coordination and membership engagement to advance its policy advocacy objectives.

Glenis Balangue

Capacity Development Coordinator

Glenis helps organise initiatives that build the capacities of the CPDE membership to engage in activities around effective development cooperation. She works closely with the Network Manager to evaluate the needs of the constituents, and provide the necessary support for their active participation in the platform.

Daniela Sepulveda

Communications and Capacity Development Officer

Daniela produces and publishes materials promoting CPDE’s advocacy, and supporting its network management, capacity development, and programme and finance work. She coordinates with relevant regional and sectoral focal points, and Task Forces in bridging information exchange, between the various levels of CPDE constituencies. She also provides support to Capacity Development needs as requested by Network Manager/Capacity Development Coordinator.

Margaret Yarcia

Communications Manager

Meg manages the communications component of CPDE’s advocacies and campaigns, and facilitates the implementation of its knowledge management strategy. Guided by the platform’s approach to promoting effective development cooperation, she oversees the design and development of its communication materials, including publications, news releases, and digital multimedia.

Wigen Echual

Programme Assistant

As Programme Assistant, Wigen provides assistance in all of the Programme Manager/Officers tasks requiring administrative support, such as logistics preparation for meetings and events, document archiving, documentation of meetings and conferences, budget preparation, disbursements and liquidation, and other tasks as may be deemed necessary by the Secretariat.

Alvin Villamor

Webmaster

Alvin helps ensure CPDE’s active online presence especially by maintaining a dynamic and interactive website. He also manages internal communications and knowledge management systems through the administration of mailing lists, and provides communications support through the design of CPDE’s information materials.

Independent Accountability
The Independent Accountability Committee (IAC) of the CSO Partnership for Development Effectiveness (CPDE) was established to serve as a strategic Board of Reference to the governance structures of CPDE: to the Global Assembly (GA), the Coordinating Committee (CC) and to the Co-chairs. The IAC provides help and assistance to the governance structures and to the global secretariat to ensure that CPDE meets and maintains high standards of transparency, accountability and integrity, in line with the Istanbul principles.

IAC Report to the Global Council

Regional and Sectoral Coordinating Units

As with its global counterpart, regional and sectoral coordinating units operate guided by the principles of diversity, representation, gender equity, and consensus decision-making.

The regional coordinating units convene existing sub-regional platforms, development CSOs and sectoral networks/groups within the region to develop and implement a collective advocacy, outreach and capacity development work plan. Through the regional coordination committees, the regional focal person and its representative(s) to the GA are selected.​

The regional coordinating units are composed of a regional representative, sub-regional representatives, sector focal persons (at least one for each recognized sector) and regional secretariat (at most two dedicated staff). They are responsible for: (1) planning, coordination, communication and financial management, (2) policy development and advocacy engagement, and (3) outreach and capacity building. Generally, these are the governance bodies that provide leadership and direction to aid and development effectiveness work within the region following the vision, mission, goals, and strategies of the CPDE. These are also the units responsible for overseeing the operations of the regional secretariat.

To date, most regions have regional secretariats responsible for: (1) network coordination, administration, and outreach, (2) documentation and information management, (3) coordinating CPDE advocacy, outreach and capacity development activities with CPDE working groups and sectoral representatives in the region ensuring smooth and timely implementation and proper representation, (4) and coordinating with the Global Secretariat on CPDE program and platform decisions, activities, and processes.

Sectors also maintain coordinating units facilitated by a global representative and composed of regional representatives. The global representative sits at the CC, while global and regional representatives sit at the GA. Regional sectoral representatives are also part of regional coordinating units/committees to ensure synergy in their work with their respective region/sub-region.

Richard Ssewakiryanga

Ssewakiryanga is the former Executive Director of the Uganda National NGO Forum and a former co-chair of the Global Call to Action Against Poverty (GCAP). He is also a Policy Anthropologist who has helped formulate national poverty reduction strategies and shape international discussions of development cooperation and effectiveness.

Nurgul Dzhanaeva

Nurgul Dzhanaeva is the President of the Forum of Women’s NGOs of Kyrgyzstan, who has also served as sectoral representative and coordinator of the CPDE Feminist Group. In over a decade of involvement in aid and development effectiveness arenas, she has demonstrated strong engagement in the struggle for democratic ownership, adequate accountability, and feminist issues at local, regional, and global levels.

Aside from her long-term engagement with CPDE, she has been a member of the Steering Committee of the Asia Pacific Women Watch, the Regional Coordination Committee of the APRCEM, the Board of Directors of the Global Fund for Women, the Coordinating Committee of the Reality of Aid Asia-Pacific, and the Asia Pacific Research Network board. She is also an Organizing Partner of the Women’s Major Group for SDGs, and an initiator and member of the UNECE RCEM governing body.

Nurgul also holds more than 20 years of experience in women’s political participation, women’s economic rights advocacy against VAW, for SRHR, on building women’s movement in Kyrgyzstan, and strengthening capacity of women’s organizations. She is a trainer on women’s rights and served as a Global Trainer of the CSW/NGO Committee.

Biljana Spasovska

Biljana Spasovska is the Executive Director of the Balkan Civil Society Development Network (BCSDN), CPDE’s regional secretariat for the Europe region, whose action focuses on promoting an enabling environment for civil society, and effective development principles for ensuring sustainable and functioning democracies in the Balkans. 

With more than 10 years of experience in the field of effective development cooperation, Biljana has proven expertise in research, monitoring, evaluation, policy and advocacy, and multi-stakeholder collaboration. She has designed and implemented international programmes related to empowering the civil society and advancing the development and the EU accession of the Western Balkans, working on collaborative projects with different stakeholders including notable regional, EU and global civil society organisations, international institutions, government agencies, and donors. As a lead representative of the Europe region for CPDE she has been actively involved in in various EU level events and international arenas including the 3rd GPEDC Monitoring round, the Belgrade Call to Action, and the organisation of the Global Civil Society Summit in 2019, and in 2022.

Luca De Fraia

Luca De Fraia is the Deputy Secretary General of ActionAid Italy, leading on institutional relationships. He has been an active member of CPDE since the Partnership’s inception, representing the ICSO sector and providing support for CPDE’s overall objectives especially in the area of policy and alliance building with other relevant CSO networks in the area of financing for development. He is also a member of the CPDE Coordination Committee, which represents civil society organisations on the Steering Committee of the GPEDC. In this capacity, he actively participated in the High-Level Meetings of the GPEDC, Mexico City (2014) and Nairobi (2016), and Geneva (2022).

Luca has been deeply committed to and involved in emerging, technical issues such as the Integrated National Financing Framework (INFF). Since 2017, he heads the TOSSD (Total Official Support for Sustainable Development) Task Force of the DAC-CSO Reference Group, and is active in discussions around financing for development. He strives to utilize every available platform in his effort to raise awareness and peoples’ concerns on effective development cooperation issues.

Pedro Paulo Bocca

Pedro Paulo Bocca is the International Advocacy Advisor of the Brazilian Association of Non-Governmental Organizations (ABONG), and a committed representative of the CPDE Latin America and the Caribbean (LAC) region. He participated in the last two CPDE LAC Chapter Assemblies, held in Asuncion (2019) and Mexico City (2022), and in the Effective Cooperation Summit in Geneva (2022). Through his role at ABONG, he focused on global and regional CSO engagements for development effectiveness through networks and platforms (Forus, Mesa de Articulación, RePlong, CPDE, Processo de Articulação e Diálogo, among others); and participated in several conferences of the UN system, in particular the High-Level Political Forum (New York) and the Human Rights Council (Geneva). He also sustained relationship with international cooperation partners and investors, and developed strong expertise in project management, monitoring and evaluation, relationship with funding agencies and partners, and strategic planning.

Besides his political engagements with civil society groups at local, regional, and global levels, he has been a teacher of international relations and foreign policy for several public universities and academic institutions in Brazil.

Executive Secretary

Robert is responsible for the day-to-day direction, coordination, implementation, control and completion of activities of CPDE’s programme, based on the platform’s strategic objectives and outcomes.

Jodel Dacara

Network Manager

As Network Manager, Jodel ensures the day-to-day operations of the Global Secretariat, as well as synergy and coordination across all CPDE constituencies and governance structures.

Matt Simonds

Senior Policy Officer and Liaison

Matt provides policy formulation, oversight, and advising for CPDE’s advocacy campaigns, workshops, and publications on effective development cooperation. He also liaises with policy arenas, especially in its engagements with GPEDC, UN, and OECD, while helping organise advocacy and campaign events and activities.

Maty Dominong

Finance Manager

Maty supervises the entire range of finance duties for CPDE: from budget preparation and funds release, to project finance monitoring, compliance with audit and procurement policies, and expenditure reporting.

Marc Ignacio

Deputy Programme Manager and Planning, Monitoring and Evaluation Officer

Responsible for the monitoring and ensuring quality and timely inputs. Develops systematic monitoring framework to improve the evidence gathered by the projects. Responsible for designing and implementing the M&E activities. Assists the Program Manager and EC Project Manager in preparing Annual reports and monitors the project activities.

Leo Pura

European Commission Project Manager

Leo coordinates CPDE’s programme cycle of planning, monitoring, and implementation, and evaluation, ensuring that outputs are aligned with the platform’s performance framework. He develops tools for monitoring and evaluating CPDE’s progress in the achievement of its programme outcomes. He also serves as the Programme Manager for European Commission-supported actions.

Josefina Villegas

Policy and Membership Coordinator

As Policy and Membership Coordinator, Josefina provides CPDE with the necessary coordination and membership engagement to advance its policy advocacy objectives.

Glenis Balangue

Capacity Development Coordinator

Glenis helps organise initiatives that build the capacities of the CPDE membership to engage in activities around effective development cooperation. She works closely with the Network Manager to evaluate the needs of the constituents, and provide the necessary support for their active participation in the platform.

Daniela Sepulveda

Communications and Capacity Development Officer

Daniela produces and publishes materials promoting CPDE’s advocacy, and supporting its network management, capacity development, and programme and finance work. She coordinates with relevant regional and sectoral focal points, and Task Forces in bridging information exchange, between the various levels of CPDE constituencies. She also provides support to Capacity Development needs as requested by Network Manager/Capacity Development Coordinator.

Margaret Yarcia

Communications Manager

Meg manages the communications component of CPDE’s advocacies and campaigns, and facilitates the implementation of its knowledge management strategy. Guided by the platform’s approach to promoting effective development cooperation, she oversees the design and development of its communication materials, including publications, news releases, and digital multimedia.

Wigen Echual

Programme Assistant

As Programme Assistant, Wigen provides assistance in all of the Programme Manager/Officers tasks requiring administrative support, such as logistics preparation for meetings and events, document archiving, documentation of meetings and conferences, budget preparation, disbursements and liquidation, and other tasks as may be deemed necessary by the Secretariat.

Alvin Villamor

Webmaster

Alvin helps ensure CPDE’s active online presence especially by maintaining a dynamic and interactive website. He also manages internal communications and knowledge management systems through the administration of mailing lists, and provides communications support through the design of CPDE’s information materials.

The Independent Accountability Committee (IAC) of the CSO Partnership for Development Effectiveness (CPDE) was established to serve as a strategic Board of Reference to the governance structures of CPDE: to the Global Assembly (GA), the Coordinating Committee (CC) and to the Co-chairs. The IAC provides help and assistance to the governance structures and to the global secretariat to ensure that CPDE meets and maintains high standards of transparency, accountability and integrity, in line with the Istanbul principles.

IAC Report to the Global Council

As with its global counterpart, regional and sectoral coordinating units operate guided by the principles of diversity, representation, gender equity, and consensus decision-making.

The regional coordinating units convene existing sub-regional platforms, development CSOs and sectoral networks/groups within the region to develop and implement a collective advocacy, outreach and capacity development work plan. Through the regional coordination committees, the regional focal person and its representative(s) to the GA are selected.​

The regional coordinating units are composed of a regional representative, sub-regional representatives, sector focal persons (at least one for each recognized sector) and regional secretariat (at most two dedicated staff). They are responsible for: (1) planning, coordination, communication and financial management, (2) policy development and advocacy engagement, and (3) outreach and capacity building. Generally, these are the governance bodies that provide leadership and direction to aid and development effectiveness work within the region following the vision, mission, goals, and strategies of the CPDE. These are also the units responsible for overseeing the operations of the regional secretariat.

To date, most regions have regional secretariats responsible for: (1) network coordination, administration, and outreach, (2) documentation and information management, (3) coordinating CPDE advocacy, outreach and capacity development activities with CPDE working groups and sectoral representatives in the region ensuring smooth and timely implementation and proper representation, (4) and coordinating with the Global Secretariat on CPDE program and platform decisions, activities, and processes.

Sectors also maintain coordinating units facilitated by a global representative and composed of regional representatives. The global representative sits at the CC, while global and regional representatives sit at the GA. Regional sectoral representatives are also part of regional coordinating units/committees to ensure synergy in their work with their respective region/sub-region.
