WHY?
The 4th International Conference on Financing for Development (FfD4) confirmed that the effectiveness of all types of development co-operation is essential to improve impact, strengthen partnerships and mobilize resources for sustainable development. The Seville Outcome Document renewed the commitment to revitalize the effectiveness of international development co-operation and reaffirmed GPEDC’s contribution to drive effectiveness in a rapidly changing international development co-operation landscape. Building on the momentum generated by the FfD4, 2025 Busan Global Partnership Forum and country-level Action Dialogues linked to GPEDC Global Monitoring, the GPEDC High-Level Dialogue (HLD) will convene as a global online event in the margins of the 81st UN General Assembly. The Dialogue will provide a timely opportunity for ministers and development leaders to help shape the future of development co‑operation in the critical years leading to 2030.

TRANSLATE COUNTRY-LEVEL EVIDENCE INTO ACTION
Launch the findings of the 2026 Global Progress Report, leveraging fresh data from 44 countries, highlighting specific behaviour change, strengthening political accountability and scaling up actions emerging from inclusive country-led Action Dialogues.
DRIVE CONVERGENCE IN A FRAGMENTED DEVELOPMENT CO-OPERATION ARCHITECTURE
Showcase how the GPEDC as an inclusive, multi-stakeholder platform holds actors to account to their effectiveness commitments and mobilizes broad political support for a new vision of effective development co-operation.
CHART A PATH TO 2030 ON DEVELOPMENT EFFECTIVENESS
Forge a forward-looking strategic trajectory that links the outcomes of this High-Level Dialogue to other upcoming global initiatives, such as the 2027 Development Cooperation Forum, the FfD Forum, and other events, such as the Busan Global Partnership Forums, thereby sustaining political pressure on development effectiveness ahead of the 2030 SDG deadline.
WHO?
Designed as an action-oriented digital convening, the global High-Level Dialogue (HLD) will be inclusive of all stakeholders engaged in international development co-operation reflecting the multi-stakeholder nature of the GPEDC and the principles it upholds. Speakers will include high-level officials from partner countries participating in the GPEDC Global Monitoring round, development partners as well as civil society, private sector and other non-executive stakeholders.
