Young people constitutes a larger percentage of demographics across the globe that makes their involvement in development to be fundamental.  Following different processes by CPDE,; the National Association of Youth Organizations (NAYO Africa) and the Cameroon Youths and Students Forum for Peace (CAMYOSFOP) carried out a separate researches seeking to identify youth concerns and ideas towards the establishment of a youth indicator in the Global Monitoring Framework of the Global Partnership for Effective Development Cooperation (GPEDC).

The researches were validated by stakeholders in Zimbabwe and Cameroon that provided a platform for different actors to introspect into the research findings.  NAYO hosted the meeting in Zimbabwe on 14th December 2017 while CAMYOSFOP held their consultation last 5th March 2018.

The consultations brought together different actors that include: civil society, youth, private sector, international organizations, labour, church, students, development partners, government departments and media.  In Zimbabwe, the discussions further informed the finalisation of the report and strengthened the work currently being undertaken by the National Youth Working Group on Development Effectiveness (NYDE) whose mission is to promote dialogue and interface between youth and the country‘s development cooperation frameworks.

During the 2nd High Level Meeting (HLM2) in Nairobi, Kenya, delegates from different OECD countries drawn from the governments, parliaments, CSOs, the private sector and the philanthropy came up with an outcome document referred to as “The Nairobi HLM2 Outcome Document” that embodied propositions and recommendations to be adopted and implemented by development actors.

Zimbabwe government reiterated their commitment under the 2030 Agenda and the Addis Ababa Action Agenda, to invest in the development of children and youth.   The government recognized that investing in youth is critical to achieving inclusive, equitable and sustainable development for present and future generations and the need to support countries that face particular challenges to make the necessary investments in this area.

In line with the HLM2 recommendations, the findings of the research are expected to feed into the formulation of a youth indicator which will be an additional indicator to the GPEDC’s Global Monitoring Framework to measure how investments are being used to address youth concerns. Other countries are conducting the same research to make sure youth voice is consolidated to influence GPEDC processes.
